Release of additional instalment of Dearness Allowance to Central Government employees and Dearness Relief to Pensioners due from 1.1.2016

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has approved release of an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to Pensioners w.e.f. 01.01.2016. This represents an increase of 6 percent over the existing rate of 119 percent of the Basic Pay/Pension, to compensate for price rise.

This will benefit about 50 lakh Government employees and 58 lakh pensioners.

The increase is in accordance with the accepted formula, which is based on the recommendations of the 6th Central Pay Commission (CPC). The combined impact on the exchequer on account of both Dearness Allowance and Dearness Relief would be of Rs. 6796.50 crore per annum and Rs.7929.24 crore respectively, in the financial year 2016-17 (for a period of 14 months from January, 2016 to February, 2017).

Biennial Conference of AIPEU, Group-C, Cuttack North Division concluded successfully on 02.10.2015

The Biennial Conference of Cuttack North Division was conducted successfully from 01.10.2015 to 02.10.2015 at Hotel Golden Palace, Kendrapara.  

The Open Session arranged in a nice manner at Hotel Golden Palace on 02.10.2015 was addressed by Shri Sarbeswar Mishra, SPOs, Cuttack North Division, as Chief Guest and by  Com. B Samal, Vice-President, AIPEU, Gr.-C, Odisha Circle as Chief  Speaker.

 

Com. Debabrata Mohanty, Circle Secretary, AIPEU, Postman & MTS and Com. Nirmal Singh, Circle Secretary, AIPEU GDS(NFPE), Odisha Circle also addressed the Open Session including the ASPOs/IPs of Divisional Office, Cuttack North Division. On the occasion, the retired comrades were also felicitated.

LTC to other countries

LTC to Some Countries

A proposal to provide Leave Travel Concession (LTC) to Government employees to visit some SAARC countries is in its initial stage of consideration. The details are yet to be finalized. The purpose behind the proposal is to enhance people-to-people contact and bilateral ties in the SAARC region through increase in tourism in the region. As per the Government’s order dated 26.09.2014, the Government has extended the facility of conversion of home town LTC to visit the states in the North East Region, Jammu & Kashmir and the UT of Andaman & Nicobar Islands for a period of two years up to 25.09.2016. This facility was first introduced in the year 2008. Presently, no other proposal is under consideration for including more places under the conversion of Home Town LTC to anywhere in the country. This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in Prime Minister’s office Dr. Jitendra Singh in a written reply to a question by Shri M. Raja Mohan Reddy in the Lok Sabha today. Source- PIB

TBOP & BCR are Promotions

                As per Hon’ble CAT Cuttack Bench judgment i/r/o OA No 1196, 1213 to 1221 TBOP & BCR are promotion and date of TBOP will be taken as date of promotion as LSG and after 8 year HSG II will be given and after 3 year from HSG II, HSG I promotion will be implemented.

Hon’ble Odisha High Court upheld the judgment of the above CAT Cuttack bench order. This aspect was examined by the Dept. of Posts and implemented the same vide DG (P) order No 93-13/2012- SPB II dated 23.01.15

This order has been implemented in our Division some our comrades like Sd Zahid Hossain SPM Tinimuhani SO, N N Nathsharma SPM Dandisahi, Kalpataru Malick PA Kendrapara HO get HSG I. Our union congratulates them. It is a great victory for our Division.

Our Divisional Union appealed to our CHQ unionto take up the case with Directorate and find out ways and means to render justice to all TBOP and BCR officials all over India.

2.            Dearness Allowance w.e.f 01.01.2015:-

             DA will be 6 % more w.e.f 01.01.2015. We will get 113% DA w.e.f  01.01.2015. Order is being expected in the month of April 2015.

Subject: Declaration of Assets and Liabilities by Public Sevants under Section 44 of the Lokpal and Lokayuktas Act, 2013 – Extension of last date for filling revised returns by public servants who have filed property returns under the existing service rules – regarding

The undersigned is directed to refer to this Department’s D.O letter of even No. dated 8th September 2014 regarding the furnishing of information relating to assets and liabilities by public servants under section 44 of Lokpal and Lokayuktas Act, 2014 and forwarding therewith copies of the Central Government’s Notification dated 8th September, 2014 containing

(a) amendment to the Lokpal & Lokayuktas (Removal of Difficulties) Order, 2014, for the purpose of extending the time limit for carrying out necessary changes in the relevant rules relating to different services from “two hundred and seventy days” to “three hundred and sixty days” from the date on which the Act came into force, i.e., 16th January, 2014 and

(b) the Public Servants (Furnishing of Information and Annual Return of Assets and Liabilities and the Limits for Exemption of Assets in filing Returns) Amendment Rules, 2014, extending the time limit for filing for revised returns by all public servants from 15th September, 2014 to 31st December 2014.

2. In this regard, the undersigned is directed to convey that the last date for filing of revised returns by public servants under the rules indicated in para 1 (b) above has been extended by a period of four months, i.e., from 31st December 2014 to 30th April 2015. Formal Amendments to the Public Servants (Furnishing of Information and Annual Return of Assets and Liabilities and the limits of Exemption of Assets in Filing Returns) Rules, 2014 and to the Lokpal & Lokayuktas (Removal of Difficulties) Order, 2014 are being notified separately. The formats for submission of statements regarding movable properties (Form II) and for submission of statements regarding debts and liabilities (Form-IV) under the said rules are also being revised and will be notified as a part of amendments to the aforesaid rules. They will also be uploaded on the website of this Department i.e., http://persmin.nic.in/DOPT.asp.

3. All Ministries / Departments and cadre authorities are requested to kindly issue orders towards ensuring compliance with the revised Rules by all officers and staff in the respective Ministry / Department / Organisations / PSUs under their control, within the revised time-limit mentioned therein
